Staff

Joe La Mariana joined the Rethink Waste staff in August 2016 after serving in local government for ten years as San Mateo County’s Solid Waste and Environmental Services Manager. During this time, Joe was a section manager in the County Manager’s Office of Sustainability and the Department of Public Works. Before working at the County, Joe worked for over 13 years in the local solid waste industry’s private sector, including assignments as the Recycling Director for Republic Services (formerly known as BFI/Allied Waste) at the San Carlos Shoreway Environmental Center, and in regional management positions with Recology (SF) and Waste Management Inc. (East Bay). Joe’s responsibilities have always emphasized top-tier customer service in residential and commercial garbage and recycling services, while working closely with local elected officials and business leaders. Prior to the solid waste industry, Joe worked for 13 years in corporate communications and marketing.

Joe currently serves as the President of the Solid Waste Association of Northern America’s (SWANA) Northern California Gold Rush Chapter, and is extremely active in the California Resource & Recovery Association (CRRA), the Northern California Recycling Association (NCRA), California’s Against Waste (CAW), the California Product Stewardship Council (CPSC) and the California State Association of Counties (CSAC), as well as numerous business organizations. Joe serves on SWANA’s California Legislative Task Force and is a passionate advocate for strong environmental legislation in our state.

With a robust commitment to community, Joe has extensively volunteered with the Rotary Club of Burlingame, the Burlingame and Brisbane Chambers of Commerce, the City of Burlingame’s Park and Rec Commission, several mid-peninsula youth sports leagues and Our Lady of Angels parish.

Joe earned a technical certificate in Solid Waste Management from UC Berkeley; an MBA from Notre Dame de Namur in Belmont; and a BA in Public Relations from California State University, Chico. Joe completed the San Mateo/Burlingame/Foster City/Hillsborough Leadership program in 2004.

Hilary Gans joined the RethinkWaste staff in 2006 and brings over 20 years of industry experience to his role as the Senior Facilities and Contracts Manager at RethinkWaste. His main responsibilities include ongoing oversight of the Shoreway Environmental Center and its operator, currently operated by South Bay Recycling, and all construction projects at the facility. Before starting at RethinkWaste, Hilary worked as a manager for Allied Waste’s Newby Island recycling and composting facility in San Jose. While there he pioneered the construction on the composting operations and conversion of the MRF to single stream.

Farouk Fakira joined the RethinkWaste staff in June, 2015. As the Financial Manager, he carries the responsibility for providing financial analysis of RethinkWaste programs and projects, managing the budget process, and assisting with rate analysis. Farouk has over 20 years’ experience in finance in the solid waste industry. His past experience includes serving as Assistant Division Controller with Republic Services, Business Units Controller with Waste Connections, and Business Units Controller with Waste Management. He managed hauling, landfills, transfer stations, and MRFs. Farouk also worked in finance in the manufacturing business for Packard Bell NEC, and Pepsi Bottling Group. Farouk has a bachelor’s in Accounting from Boston University, and a master’s degree in Corporate Finance from the University of Dallas in Irving, Texas.

Faustina Mututa joined RethinkWaste in mid-October 2011 as the Environmental Education Programs Manager responsible for developing and conducting educational tours at the new Shoreway Environmental Center. Most recently, she was the Environmental Program Associate with Castro Valley Sanitary District, where her primary role was to work with school administrations, teachers, students, parents and the community to enhance and practice sustainable waste reduction programs. Prior to that she worked for the City of San Jose Environmental Services Department where she provided recycling technical assistance. She holds a master’s degree in Urban Planning with a major in environmental studies.

Julia Au joined the RethinkWaste team in November 2017. As the Recycling Outreach Programs Manager, she is responsible for managing various recycling and waste reduction outreach programs. Most recently Julia was a Pollution Prevention Specialist at San Mateo County Environmental Health Services where she coordinated outreach for the Household Hazardous Waste Program, implemented the County's Safe Medicine Ordinance, and was the San Mateo County Coastal Cleanup Day Coordinator. Prior to the County she's worked on a variety of environmental outreach and policy issues at California Product Stewardship Council, SF Department of the Environment, and Californians Against Waste. Julia graduated with a Bachelor of Science in Environmental Policy Analysis and Planning with a Water Quality emphasis from the University of California, Davis.

Cyndi Urman joined the RethinkWaste team in June 2010. Her primary role is to oversee and help manage the day-to-day logistics for the office, serve as Board Secretary and provide administrative support to the staff members and agency. Additionally, she provides customer service to the general public and those within the RethinkWaste area of service. Cyndi comes to RethinkWaste with an extensive background in customer service, community relations and marketing having worked for a Chamber of Commerce, a medical center, and in the high tech industry.

Madison Guzman joined RethinkWaste staff in November 2016. As the Environmental Education Associate, Madison is primarily responsible for conducting educational tours at our Shoreway Environmental Center. Madison formerly worked at the Inland Empire Resource Conservation District as a Conservation Educator going into K-12th grade classrooms. She also worked at the apartments on her college campus for two years as a Sustainability Advisor and Residential Advisor. Madison graduated from California State Polytechnic University, Pomona with a Bachelor of Science in Environmental Biology and a minor in Regenerative Studies.

Nicole Lee joined the RethinkWaste staff in October 2017. As an Environmental Education Fellow, Nicole works to support and conduct the educational tours at our Shoreway Environmental Center. Nicole previously worked at the San Francisco Department of the Environment as an Environmental Educator for 3rd-5th grade students in San Francisco schools. Nicole graduated with a Bachelor of Arts in Environmental Studies and a minor in Philosophy from the University of California, Santa Barbara.

Carlos Moreno joined RethinkWaste in October 2017. As a Public Spaces Fellow, Carlos is committed to increase recycling opportunities in public spaces (like parks and downtown shopping areas) by collaborating with our twelve Member Agencies and Recology. Previously, Carlos worked at the Boy Scouts of America where he helped community leaders and Scouting families increase Scout recruitment in Concord, California. Carlos graduated with a Bachelor of Arts in Politics from Saint Mary’s College of California.

Joanna Rosales joined the RethinkWaste team in November 2017. As a Public Spaces Fellow, Joanna is dedicated to expanding recycling and composting opportunities in public spaces and environmental education. Joanna formerly worked at the Pacific States Marine Fisheries Commission as a Fisheries Technician, going out to the ports in San Francisco and Half Moon Bay. Prior to that, she worked as an administrative assistant for JinkoSolar, where she managed day-to-day logistics and provided support to staff members. Joanna graduated with a Bachelor of Arts in International Studies and a minor in Environmental Science and Policy from California State University, Long Beach.

Dennis Uyat joined the RethinkWaste staff in October 2017. As an Environmental Education Fellow, Dennis works in conducting the education tours at the Shoreway Environmental Center. Dennis formerly worked as a ReUSE Coordinator at Cal Zero Waste promoting and restocking ReUSE stations and the ReUSE store at UC Berkeley, as well as a Waste Reduction Manager at the Berkeley Student Cooperative. Prior to that he worked on the field with the Surveying and Mapping Department at the Port of Long Beach. Dennis holds an Associate in Arts in Recycling and Resource Management from Golden West College, and graduated with a Bachelor of Arts in Geography with a minor in Geospatial Information Science Technology from the University of California, Berkeley.
